Objectives
The Eiffel Doctorate Scholarship programme provide organized education facilities to encourage postgraduate study in France and promote student mobility on joint postgraduate research in priority disciplines.

Coverage
The Eiffel Doctorate Scholarship programme provides French higher education opportunities for future public- and private-sector decision-makers in the following areas:Sciences: engineering sciences, exact sciences (mathematics, physics, chemistry), life sciences, bio- and nano-technologies, environment sciences, and information & communication sciences
Economics and management
Law, political sciences, international relations Target population
The programme offers foreign students with a master's degree a year's study in France. It necessarily involves enrolment on a doctoral thesis course run in partnership with a French higher education centre (with joint management compulsory and joint tutorship preferred).

Students remain enrolled at their original university throughout the doctorate programme. Applications from non-French-speaking students will be considered provided the applicants take French language training prior to and during the year's course. Applicants must be no older than 35 the year of selection.

Course duration
The average preferred course duration is ten months, which is non-renewable under the Eiffel Doctorate Scholarship programme. It must start between 1 September and 31 December of the year the scholarship is awarded for. (If departure is delayed, the scholarship duration must not exceed the end of the calendar year following selection).

Practicalities on Eiffel Doctorate Scholarship
Amount: A monthly grant of EUR 1400 is awarded, and various expenses met, including return travel, health insurance and cultural activities. Grant-holders might also be eligible for additional accommodation allowance.

Tuition fees: The Eiffel Doctorate Scholarship programme does not cover tuition fees. However, the higher education centres concerned are invited to offer advantageous financial conditions to scholarship-holders on the Eiffel Doctorate Scholarship programme.

Tuition fees at state-run higher education centres are waived for students on French government scholarship programmes such as this.

Other conditions
The Eiffel Doctorate Scholarship programme is not open to students on other French government scholarship programmes or research grants, or to students submitting applications via more than one French higher education centre.

Application procedure
Under organized partnership arrangements with quality foreign counterpart organizations French higher education centres shortlist candidates for the Eiffel Doctorate Scholarship programme working from a list of the most promising students they would like to enrol. Applications must be approved by the head of the centre in question.

Direct applications from students, or their foreign universities, will not be considered. Successful applicants are automatically considered enrolled at the centre which submitted the application, excepting special cases such as students who decline the grant.

Selection procedure and criteria
Selection operates compliant with the procedure set out for the Eiffel Scholarship programme. Applications undergo preliminary examination by the Scientific, Technical and Educational Committee (MSTP) of the French Ministry of Education, prior to assessment by a panel of experts made up of three specialist colleges, one for each major field of study.

College members are not allowed to assess applications submitted by centres to which they have official ties.

The panel of experts applies three criteria:

Academic excellence of applicant, and innovative nature of research subject
International policy of higher education centre submitting application, operations addressing the geographical region in question, and excellence of unit hosting the research work
Consistency with international cooperation policy of French Ministry of Foreign Affairs
The panel of experts rates each application on each of these criteria, totalling the scores to produce an overall total, out of fifty. It hen sets a pass mark, assigning scholarships on the basis of the number of grants available.

The panel of experts then draws up and publishes a list of successful applicants. Results are notified to the heads of all higher centres submitting applications, who then take charge of informing the applicants and partner organizations accordingly. The panel's decision is final and not open to discussion.

Timetable
The selection schedule for the 2006-2007 university year is as follows:
Application forms available online from 13 October 2006.
Applications to be received by Égide by 2 February 2007.
Results announced from 10 to 13 April 2007.
