Invitation

The Asian Thematic Workshop 2006 on “From Conflict to Peace: Does Human Rights Matter?” has been developed by the Office of Human Rights Studies and Social Development (OHRSD) at Mahidol University , Thailand .

The workshop is made possible by the assistance of the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI), Lund University , Sweden . The programme is sponsored by the Swedish International Development Cooperation Agency (Sida) which is the government agency given the task to plan and administer Sweden ’s bilateral cooperation with developing countries.

The workshop is primarily designed for government officials, representatives from national human rights institutes and academics. NGO staff are also invited to apply. An even distribution from the region and a gender balance will be sought among participants.

The programme will take place in Bangkok , Thailand , during October 29 – November 4, 2006 .

Objectives and Content

Instability in many countries throughout Asia is of great concern to human rights. There are increased incidences of serious human rights violations in times of instability and conflict. Further there are government and para-state organizations who attempt to seriously limit the scope of human rights protection. Many agree that human rights has an important role to play in the process of bringing peace. However, it is not clear what its role can be, and how human rights adds value to peace building. Accordingly, this workshop aims to develop and clarify the role human rights plays in the peace building process.

The programme will provide an opportunity for participants to exchange experiences and ideas from their national and regional contexts and offer a forum for the establishment of a human rights framework in times of conflicts. Participants having completed the programme will have proficiency in the conceptual and practical knowledge of human rights, peace and conflict.

The programme will cover:

Human rights and international humanitarian laws
The complexity of conflict
Human rights in times of conflicts
National security: current thinking of security
States of emergency and security laws
Human rights in the peace process; including peace building, peace negotiation and peace keeping


Instruction

The programme will take place in Bangkok , October 29 – November 4, 2006 . Lectures and facilitators will be given by specialists from the Asia region and by invited international experts. Participants are encouraged to contribute actively in their areas of expertise. Daily lectures, discussions and group work will take place in the framework of a 40 hrs week.

Participants will be provided with basic human rights documentation including texts of key international human rights instruments, relevant commentaries and important international and regional precedent cases relating to specific human rights issues and other related reading materials.

Participants

The programme will accept 25 participants. It is primarily designed for medium and senior level government officials, national human rights institutions and academics. NGO representatives are also welcome to apply. The selection of participants will be undertaken by a committee appointed by the Office of Human Rights Studies.

All participants completing the programme will receive a certificate.

Language Requirements

The training programme will be organized and conducted in English and consequently a high proficiency in the English language is required. Candidates will have to certify their proficiency in English. The preferred documentation is a copy of a recently taken English Language test. If you have not completed a test, you must provide a letter from your nominating organization confirming your English language proficiency.



Application Procedure

The application must be made on the special form which can be downloaded from the website: www.humanrights-mu.org. Only application form submitted via email or post will be accepted.

The duly completed application form should be submitted to the Office of Human Rights Studies and Social Development.

Closing date for applications is September 7, 2006 .

Applications received after this date will not be considered. Those accepted to participate will be notified by e-mail no later than one month before the programme is due to start.

Successful applications are required to confirm their attendance by e-mail to the Office of Human Rights Studies within one week of receiving the notification. There is no notification to any applications who have not been selected.

Cost of Participation

Applicants from Afghanistan, Bangladesh, Bhutan, Cambodia, China, Democratic People’s Republic of Korea, India, Indonesia, Lao PDR, Mongolia, Myanmar, Nepal, Pakistan, Sri Lanka, Thailand, Timor-Leste, The Philippines, and Vietnam will be offered full financial support from Sida covering the costs for travels, participation fee and accommodation as well as meals.

Applicants from Malaysia are welcome to apply on the condition that they, if selected, cover their own cost of international travel.

Participants from Brunei Darussalam , Singapore , Republic of Korea , Taiwan , Hong Kong and Japan are also welcome to apply. However, if selected, they have to cover their own costs for participation, including all travel and subsidence costs as well as participation fee 500 USD which cover accommodation, lunch, coffee break, and reading materials during the training.

Each participant must arrange for:

travel insurance;
medical care;
funds covering personal expenses while attending the training;
transportation to and from the airport in the country of origin; and
expenses arising prior to arrival in Bangkok , e.g. visa fee or airport taxes
Accommodation

The participants will be provided with full board and housed in the vicinity of the conference facilities.

Visa

When required, participants should obtain visas for Thailand . The visa should be valid for the whole period of the programme. Inquiries should be directed to the nearest Thai Embassy as soon as possible. Participants who, after the termination of the programme, would like to visit countries on their way home are advised to obtain visas for such countries and make the necessary travel arrangements before leaving for Thailand .

Participants will be requested to organize air tickets according to Sida guidelines which is economy class tickets from nearest international airport to Bangkok and back. Participants will be reimbursed upon the presentation of tickets and proper receipts once arrived in Bangkok . Participants who wish to make additional or alternative travel arrangements must carry extra expenses themselves.



Organizing Institutions:

Office of Human Rights Studies and Social Development, Faculty of Graduate Studies, Mahidol University

The Office of Human Rights Studies and Social Development at the Faculty of Graduate Studies, Mahidol University , Thailand , was established in 1998. One of its mandates is to oversee the International Master of Arts in Human Rights and the Ph.D. Programme on Peace Studies, the first programs of their kind in South East Asia . The International Master of Arts in Human Rights has provided, since 1999, graduate education in human rights to students from within the region and beyond. The Ph.D. Programme on Human Rights and Peace Studies opened this year.

The Office of Human Rights Studies also organizes human rights trainings and workshops for professionals and activists in Thailand . The Office is committed to promoting research on human rights. A human rights resource center, with a comprehensive collection of books, has been set up for this purpose. Realizing also the importance of national and international cooperation for the promotion of human rights, the Office of Human Rights Studies seeks to always strengthen and expand its network with human rights practitioners and organizations in South East Asia and other regions.
